According to wikipedia (which references this whitepaper) the purpose of the PSD is to increase pan-European competition and participation in the payments industry (also from non banks), as well as to provide for a level playing field by harmonising consumer protection and the rights/obligations for payment providers and users. So I suppose you could say they are encouraging alternatives for the Visa/MC monopoly.

 

- I wonder will Realex implement a developer API for merchants similar to RealMPI

 

Only Realex know the answer to this but if they want Carapay to be adopted they will have to provide a developer API. Amazons Flexible Payments API prompted PayPal to open up their API and launch the PayPal X (PayPals Adaptive Payments API).

- What are the fraud implications for directly connecting consumers to merchants

 

No idea on this depends on how exactly they are connected which isn't clear at this stage.

 

 

 

- What will the fee structure be to incentive small payments to clubs/schools in a similar manner to the service feepay offers

 

No idea on pricing other than whats available on the carapay site and in the various news articles referenced earlier. The cost per transaction for feepay is quite expensive (circa 1euro) . If you are doing payments with a small value then feepay is not cost effective but if you are doing a small number of transactions per month then feepay is cost effective.

I've been looking around for more information on this as a different type of payment process and registered by interest on the CaraPay site which is a little light on details at the moment.
